Install Linuxmint to a virtual machine using a host that has an internet
connection. Do the updates and install the other software you want. Copy
the vm to the new system. Configure grub and X on the new system. I
explained how to do that at a kernel-panic meeting a few months ago. I

Other issues:
No internet connection -- why don't you ask them how much they really
want to use a computer?
Wine and Photoshop -- gimp just won't do?
