(1) is a matter of money which is the key problem here.
(2) thus is totally out of range

Are you aware that AT&T offers a DSL account for $10/month? They don't
hide it, but neither do they promote it. In fact, it's difficult to find
out about. It was offered as a condition of one of their recent mergers.
There is no expiration date once purchased, and the offer does not
expire for at least a year. It can be signed up for via a special website.
Of course, there is the usual connection fee, and the cost of the modem
(the cost of which they amortize through your monthly bill).
I have two friends with this account, both of whom are disabled and live
solely off of SSI (~$875/mo).
AT&T also offers a $15/month account - which they will try to switch you
to upon your asking about the $10 account. Naturally both services are
low enough speed to barely qualify as Broadband, but also significantly
faster than the speed of your commute to a from your relative's house.
I will try to find the link the the $10 service if you want.
