Depends on what you're doing, really. Software to drive custom devices (like, say, configuring phone switches) is much easier when you don't have to worry about interfacing with a kernel and all. If all you really want is a single-user file system and a program loader, DOS (and CP/M) works pretty well. :-)

Or, as one coworked once commented, "It doesn't have to be a fast machine. One step up from a power supply would do."
