It turns out I was confused because all the documentation showed <Directory> being applied to things inside the docroot, and when I applied it to things outside the docroot, I spelled it wrong, or had it in the wrong place, none of which caused Apache to complain, and of course none of which caused it to work.

Once I had stepped away from it for a bit and came back, I went "D'oh" and had it working on the first retry.

In any case, it's "not fair" <tm> blaming Linux for an Apache
configuration problem ;-)

I wasn't blaming Linux. It was just a convenient thread to tack on the question.
