I'll chime in that I've been using 'kedpm' <http://kedpm.sourceforge.net/>. It uses the same format as the Figardo Password Manager <http://fpm.sourceforge.net/>. It has both a gui and a command line version, I use both. It should be fairly portable, although I haven't tried it on OSX. It is written entirely in python.
