"New" != "in print". "New" simply means that somebody has an unopened copy in this case.

I am concerned that someone has appropriated the book or is importing foreign copies without actually attempting to contact the author.

I do believe this book is worthy of reprinting, but that is a
separate issue form the merit of its content. As it is the web
IMHO is a fine way in our current world of offering the book to a
larger public.

Do you feel otherwise?

Not at all. But I would feel better if I knew something about the disposition of the original author.
