For what it's worth, given that it's already been hashed out in IRC and I'm rather late to this thread:
Plone was not initially configured to require "email verification." Technically, that's not what it does, but that's how it effectively works.
You have two choices for new users:1) New users will have an initial password generated and sent to the email address they have provided.
2) New users can simply set their password when they sign up and just get to work.
Our site was set to the second option. As of about midday yesterday, it's been changed to the first, which, effectively, means email verification of new accounts.
