Plone was not initially configured to require "email verification."
Technically, that's not what it does, but that's how it effectively works.
You have two choices for new users:
1) New users will have an initial password generated and sent to the
email address they have provided.
2) New users can simply set their password when they sign up and just
get to work.
Our site was set to the second option. As of about midday yesterday,
it's been changed to the first, which, effectively, means email
verification of new accounts.

That sounds like an improvement!
BTW I mentioned that I had a list of users as/of about July 25. There
are 280 in the list, and I am about to zip that up and send it to both
Josh and Greg, in case it's any use.
