No, IIRC it's a dpkg trick.I recall doing it because we suffered some breakage early on when mailman was upgraded on sparky. It's been long enough that I'm terribly foggy on the details (as in, I remember exactly nothing of the circumstances.)
Bah, I just searched through all my sent mail and -steer mail, and can't find anything that might have explained why the mailman package was marked "hold".
