No, IIRC it's a dpkg trick.

I recall doing it because we suffered some breakage early on when mailman was upgraded on sparky. It's been long enough that I'm terribly foggy on the details (as in, I remember exactly nothing of the circumstances.)

Bah, I just searched through all my sent mail and -steer mail, and can't find anything that might have explained why the mailman package was marked "hold".
