I also think a vote is a _not_ required -- and, in fact, undesirable procedure in informal settings such as our general meetings.

I heartily agree. There are only three positions in KPLUG that are official: President (Neil), Treasurer (George), and Membership (Gus). There is no requirement from the viewpoint of SDCS for anything else. The steering committee (for lack of a better term for this list) forms the equivalent of a board of directors.
One of the main purposes of a board of directors is to do budgeting. This expenditure falls within that realm. I don't have the list of who is subscribed to kplug-steer so that I can compare it to the actual membership list to see if they should be allowed to vote, so I'm not going to go there. But since we don't have any written rules for KPLUG, the only person that actually has any authority is Neil. So if anyone complains about the decision, we can blame it all on Neil ;)
More seriously, I think the membership knows who we are, either personally or through the lists and will trust our judgment on this, especially when we can refer them to the debate on the list which exposes our concerns in public and in writing rather than behind closed doors.
