Non-authorative answer: Probably decided a long time ago that mail clients could easily filter on list identity present in (one of several) headers, so why not leave more space for subject context. I'm assuming that long subjects get truncated in many mail client list displays (as they do in, say, t'bird). Guessing why you ask: Maybe people do not pre-sort incoming mail via filters so much these days?
