Short answer NOT always, but most of the time yes.

It will depend on the needle and seat in carby, the float level and/or the 
diaphram position.

In most float type carbies as the fuel is used the needle will allow the vapour 
lock to bleed off.

In some floatless, diaphram carbies the vapour lock will just move from the 
fuel line into the diaphram mechanism of the carby, must cursing when this 
happens.
