A lower-powered engine reduces climb performance more than cruise speed, due to lack of excess thrust. Climb prop limits your top speed without crippling your vertical performance. Not sure how far you can carry that theory, though, might have to do a little of both. For the stall speed, have to have more wing area, or different airfoil, or very low gross... There's a lot of advice on this board in the archives.
