I know that my DAR couldn't care less about where plans came from or if they are legal. A lot of people use the plans serial number for the aircraft serial number, but you can use any serial number you want and the FAA does not care what it is. I have owned several experimentals where the serial number of the plane was not the same as the plans number. I have also owned plans for other designs that are sold without a serial number. The Pitts is one of them. There are no serial numbered plans and you can buy them from several sources.
Even though you can use any set of bought, borrowed, or stolen plans to build a plane and the FAA does not care, I do recommend that we all do what we know is right. I have sold one set of KR plans that I bought and never built a plane from. I have two other sets of plans that go with two KR projects I have. I would not sell those unless I was selling the project with it.
