If you cut the tubes even with the cowling surface, I would think the air 
passing over the cowling and tube ends will create a vacumn on the tubes. 
Someone correct me if I am wrong but I think machinest parts hold down vacumns 
are 90 degree orifice.

You can also increase the size of the lip on the
bottom of the cowl to increase airflow OUT of the
cowling.  By making the lip stick down farther it
causes more suction out of the cowling area.
