SWR meters *do* care about the freq. The Bird Watt meter has many inserts for different frequency ranges.If your SWR meter is a commercially available meter it should specify the frequency range. They also have a "sensitivity" in other words how low or how high a power can be measured. If you are handy with electronics, you could fabricate a "field strenght meter". A small box with, a small antenna, inside the box a tuned circuit to the frequency you are using, a diode rectifier and a capacitor and measure the voltage across the capacitor with a sensitive voltmeter . Put the instrument away from your antenna, say 10 meters or so, as long as you get a deflection of the needle and simply tune for maximum. Good luck.
