I have a few stabs and elevators ( I seem to have gathered a lot of parts in the last few months) and one has flat surfaces on the outboard ends. Can I just make a pair of ribs and extend outwards by gluing the the new ribs and extension on to the existing one? I guess then it would be wise to glass a few inches overlap onto the original stab.

I am planning to leave the elevator the original length and just extend the stabilizer.. <

See Troy Petteway's project at http://www.n56ml.com/troy/ where he did exactly that, and called the result "much improved". I would think there have been others as well. I would try to carry the exterior reinforcement all the way through the center part of the spar also, if possible.
