I think a lot of builders run out of steam at about that spot.

I would have to agree, have someone else take a look. From the pictures I can't 
see anything that is scary. There is a lot of knowledge here that will help you 
if there are repairs that need to take place. I also am not looking at building 
the perfect airplane but wanting a safe,finished one that I can fly and modify 
as needed.
Try to find a builder in your area to show the things you see as issues.
