I can tell you with my KR2 with balanced elevators and an 0-200 that I was 
able to achieve a very quick elevator flutter at 215 mph. I was at 5000 ft and 
started to chase down a Mooney at 3000 ft and was not paying enough attention 
to my airspeed. When it hit I pulled all the power of and pulled up and it 
stopped. Lasted about 2 maybe 3 seconds. There were 3 planes chasing each other 
and when it happened I told the other 2 I was headed for the nearest airport. 
We spent an hour checking all we could in the back expecting to find some type 
of cracking. we found nothing. That was a real dumb move. I don't know what 
happened to my KR, I sold it and it went to Oklahoma and was never 
re-registered.

not acheive the speeds tha would cause rudder flutter and the speeds wer 
questionable for the elevator but just is not that difficult for to do at this 
point in time. I cut the elevator horns off of Dr. Dean's as they were 6 or 7# 
each. I just couldn't do tha knowing tha I could internal balance with js a 
couple pounds...

Quick question. 
I have a balanced elevator. And will balance ailerons. Just wondering if the 
rudder really needs balancing.  Trying to save weight. So far this build is 64 
lbs lighter than my first build at this stage.
