This has to do with the lawyers view of liability exposure.  They don't seem to 
differentiate between a home built light plane and a 777 loaded with 300 
passengers.  With no understanding, they simply see aviation as a liability 
risk.  Since they have not applied for a PMA or STC, they don't have any FAA 
approvals, so the lawyers simply say "Not for Aviation Use."  Why try to 
understand a small niche market when you can just say no?
