Dean,
Being the cowl is not structural, I dont think that using deck cloth is 
necessary. If you sand into the weave, more can be added on the backside.  2 
layers should be adequate overall. In areas where there is a seam, and where it 
meets the firewall, add a several more layers using tape or cut strips. 
Depending on the shape, you may need to add stiffeners going for to aft.
