"deck cloth" for the most part is simply a "finishing" layer, not a structural layer although it does add some strength to the structure.  It simply adds a very fine layer over the heavier cloth to reduce the amount of fill in the finishing process.  It will also soak up some resin from the layer below if that layer is a little on the "wet" side so it helps to reduce the weight of that layer a bit, probably not measurable.  Builders choice.
