If you error, error on too much weight rather than too little. Go for perfect balance, over balanced is next best, under balanced is not good.

"Control surfaces that require balancing must be balanced to the degree recommended. Ordinarily, overbalancing is not detrimental whereas under-balancing could be dangerous."
