Given the date, the logistics, and the size of the expected attendance,
my suggestion is it would be reasonable to go with hats only to continue
the tradition and forget the shirts. I would further suggest a cutoff
date, purchase the number ordered plus possibly an extra dozen or so.
If you have any unsold use them as door prizes at the banquet. If
attendees aren't interested enough to order them it's not worth the
considerable effort to make them available. IMHO>..............
