I'd expect that, just like any other large project, it'll have a mix
of Committed, Uncommitted, Volatile, and various private interfaces.

True, but just for the things that must be stable.  Debug interfaces
and other parts that may be changing quickly can (and should) be
isolated and given lower stability levels.
