Can't we just put these files in the public domain? Asserting copyright
on a configuration file seems a bit insane to me.

I note that in stock Solaris, /etc/nsswitch.conf has no statement.

Also, many configuration files cannot accept arbitrary content in them.
Think /etc/passwd. I would argue that in cases like this no defining
copyright statement is necessary.
