The closest I've come to finding docs for how to actually use custom metrics is https://medium.com/@marko.luksa/kubernetes-autoscaling-based-on-custom-metrics-without-using-a-host-port-b783ed6241ac but unfortunately it doesn't seem to work with 1.6.* cluster on gke. There were some hints that it may not actually be supported here https://stackoverflow.com/questions/43416531/custom-metrics-with-horizontalpodautoscaler-on-gke.
