Hi Doug, To scale based on custom metrics you will need HPAv2 <https://github.com/kubernetes/community/blob/master/contributors/design-proposals/hpa-v2.md> and an implementation for Custom Metrics API <https://github.com/kubernetes/community/blob/master/contributors/design-proposals/custom-metrics-api.md>. Both APIs are not yet supported in GKE, they will be enabled (in beta) in Kubernetes 1.8. There are two monitoring solutions for which support is planned: Stackdriver and Prometheus, work is currently in progress. Let me know if you have more questions.
