The pyqtconfig module imports without error from the python interpreter on a Gutsy live CD, so I think this was fixed at some time. Probably by this new release of python-qt3 11 days after this bug was reported which has in the changelog "Move pyqtconfig.py to python-qt3, it is needed for mountconfig from kde-guidance":
