I think this bug really has two parts, only one of which is a dupe of
#268434
1) When you relogin the settings you gave previously don't take effect (dupe
of #268434)
2) Any settings you make as a user don't change the settings for the [gk]dm
login screen and in actual fact there is no GUI to let you set that.
