I am experiencing the same bug on a fresh install of Kubuntu 20.10 (Polish language version).
1. Launch Muon from the KDE "start menu". 2. Open "Settings -> Configure Muon Package Manager...". 3. Uncheck "Treat recommended packages as dependencies". 4. Click "OK". 5. Reopen "Settings -> Configure Muon Package Manager...". Expected result: The "Treat recommended packages as dependencies" option is unchecked.
