More details to comment #3 above: This might be a user rights issue. Muon apparently reads the "Treat recommended packages as dependencies" setting from APT config files in /etc/apt. (see "man apt.conf"). But since I was launching Muon as a non- root user, it was obviously not able to update settings in /etc/apt.
If I create an /etc/apt.apt.conf file with the following contents: APT::Install-Recommends "false"; and restart Muon, then the "Treat recommended packages as dependencies" becomes unchecked.
