I did some testing here.
kioclient5 exec /usr/share/applications/org.kde.bluedevilsendfile.desktop

scarlett@scarlett-work:~$ bluedevilsendfile: Missing value after '-k'.
I copied the file into my home directory and edited it to remove the -k
%u
and kioclient5 exec org.kde.bluedevilsendfile.desktop
brings up the UI as expected.
