After some internal discussion, and some feedback of a former colleague, I think the conclusion is that repositories can and should only be within a project scope, and not cross projects.
Launchpad's idea of projects is really that each project corresponds to a single upstream repository. This is not reflected in the UI, in the help text, neither in the UX.
