After some internal discussion, and some feedback of a former colleague,
I think the conclusion is that repositories can and should only be
within a project scope, and not cross projects.

Launchpad's idea of projects is really that each project corresponds to
a single upstream repository.

This is not reflected in the UI, in the help text, neither in the UX.

Launchpad offers one way to group projects, that are project groups
- https://launchpad.net/projectgroups
- https://documentation.ubuntu.com/launchpad/user/reference/project-groups/
- https://launchpad.net/projectgroups/+all

This is not a very often used feature, and if that would be a suitable
idea, we should have a chat before we perform any changes.
