Name of Plan: Jihad Fisabililah
Organizer: Pasukan Fisabililah Jihad Kota militant / fundamentalist
Islamic, mostly spread in 9000 study groups in North and West Jakarta (incl.
Kampung Bandan, Mangga Besar IX, Gg. Lao She Fan, Cililitan IKIP, Ciputata
IAIN, Kebayoran Lama, Petogogan, etc)
Target Date: June 4-10, 1999 or any day(s) as possible incidents leading to
chaotic situation might occur.
Target Victims: All Chinese Indonesians in Indonesia / Jakarta, especially
males, between 100 to 150 names have been listed as major targets, others
being business leaders / owners / professionals at work place as well as
residence.
Target Place: Attack will start from:
China Town: Mangga Dua Pasar Pagi Pademangan Gunung Sahari Tanah
Abang, etc. Residence with 85% Chinese Population: real estates of Kelapa
Gading (from back entrance, near Vespa, which is not well guarded) Puri
Kencana Puri Indah Green Garden Greenville Kebon Jeruk etc.
Doctrine: hatred against Chinese spirit to eliminate Chinese Indonesians.
Attackers to enter: Houses: 5-10 (minimum) Shops: 10-15 (minimum)
Killing: 2 men (minimum) In every target place.
Method: (1) mass-gathering (2) provocation (3) doors-breaking (4)
killing (5) burning, in short, massacre by attackers.
Compensation: Group leaders / supervisors: Rp.500,000 to Rp1.5 million
(each) Attackers : Rp.50,000 (each)
Facility: no fight from army / police (here, Chinese + Fundamentalist equal
to 'two flies in one go')
Suggestion to target victims:
1. Strengthen self-defence at own place
2. Set up safety-net with accessible environment
