Tony - i do not know the voice mail system but it could be your v.m. port is
not programmed properly and is going off hook for some function and
triggering the paired station intercom to light up. maybe someone on the
list can tell you if this v.m. works off the x.d.p. portion of a station?

I have tried the factory, and no help.  We have a customer with a
KX-TA624  that is interfaced with a TVS-50 voicemail.  This switch has
been up and running for 8 months with no problems.  Lately, on different
extensions (on different station cards) the Intercom light will just
illuminate for no apparent reason and if you try to call the extension,
it acts as though it is in use?  If you press any of the keys on the
phone the light will go out, and the phone will operate again as normal
(for an hour or so) and the problem returns, but not always to the same
extension.  The factory suggested re-setting the switch, which we have
done.  They then suggested defaulting the switch and reprogramming it
from scratch, still no help.  Yesterday we replaced the entire cabinet
and cards with our test system from the bench and it is performing the
same way?

Any ideas?
