On our co's we needed a pause AFTER the *82 and before
the number. (press "pause" while entering numbers)  I
think that depends on the telco switches, some might
not need the delay.

-1 should handle pause for 9xxxxxxx on it's own
without adding the pause.  (there is also a "dial
start" timer that -1 defaults to 0, but -4 and later
defaults to 500 ms.)
