I didn't think it was a real fax machine because the tone didn't sound
quite right, and whatever I was reaching did not "handshake" when I
called into it from a fax machine.

I know that in fax calls, the sending machine initiates the handshake
("CNG signal") but I think in data calls the receiving PC whistles first
("reverse modem tone" ?).

We determined that the problem only occurred when the VPS was connected,
so we assumed that the VPS was involved.

Initially I thought that the VPS was forwarding the call to a PC
off-premises, but when we determined that no second line was siezed, I
assumed that the call was staying in the VPS, and then deduced that
someone had hacked into the VPS and recorded a modem tone in a mailbox
or as a custom service.

When the VPS was reset, and we still had the problem, and I was told
that there wer eno other devices on the line, I had to assume that the
VPS was at fault, even tho it didn't seem possible.

It turned out that while the VPS was "causing" the trouble, it wasn't
because it was a VPS.

Apparently even a human being answering the first call would have
triggered the same response from the alarm.
