Why was something connected to the POTS CO lines before the telephone system? Putting something in front of the phone system is bound to cause confusion (except perhaps if someone is sharing a ISDN-BRI line). I can see the utility of a DSL splitter. In rare cases, I could see connecting a modem used for outbound connections only (to attain higher connection speed).
Why was the alarm system not connected to an unused extension -- one that gets a line during power fail if necessary? This adds one step for inbound calls: call phone system, automated attendant answers, send DTMF to connect to extension, and at most two characters "9," to the dial string for outbound calls.
