Because the alarm is designed to capture the line before
anything in the house can.

The old technique was to kick the door and run to get a phone
off the hook before the alarm dialed out. Now, with DTMF,
you'd dial a digit or two.

So the alarm dialer busts apart the line and seizes the
CO side.
