Are you hearing these people when you press a line button? If so, then I doubt that they are actually in your system. You may have crosstalk between another outside line, your phone company has your line paralleled into another location, or someone has tapped into your line outside of the building (could be miles away from your site).
Can you actually talk to these people? Do you get rings and no one is there? I would guess cross talk if so. If your line key is not lit when these people are talking then they are not in your system. They could still be on your line via the phone company lines.
