Wrong assumption, that 990 code turns off the stutter dial tone, it does not
change the tone (that's a different one).

The stutter dial tone comes on whenever a feature is turned on for an
extension.

I don't know if that is your problem anyway, since pick up dialing
intentionally has about 2 seconds before connecting. That allows you to be
able turn it off when you want to.
The other options already mentioned are better.
