Check if the users mistakenly turned on call blocking in their mailboxes (that would be likely if it was only happening to one or a few extensions- mailbox setting- "auto attendant status" / "call transfer status" / "call blocking"- turn it off by choosing 5: "disable all"). Then see that the menu setting still says that direct entered calls should go to EXT instead of MBX (that is in the first part of the menu settings-via rs232)
