Yes. Your modem dials 9, number and the system accepts digits and compares
leading digits to listed numbers in rout plans,  picks the rout plan which
then goes out the CO line that is programmed under priority. The system does
this almost as soon as the number is dialed. You can use the "8X" as the
others have refered, but ARS allows the customer not to have to remember to
use the right code.  Also dial "9" works as local CO  when ars is off and
the customer might use it as default and go out the wrong line. However, if
the customers modem dialing is to a set phone number then the 8X dialing can
be implemented with a lesser amount of programming.
