Here's what I do in Ocean City, MD.  We restrict dialing through ARS. The 
tables go like this.

Digit strings are programmed:

1*******  route 1 trunks group 2 then 1
0******* route 2 trunks group 2 then 1
1900**** route none they dead pan
410 & 443 ******* route 3 trunk group 1
911 route 3
11 route 9 modify digits delete 2 add 911 trunk grp 1 (this corrects rushed 
calls where the guest just dials 911 and not 9+911)
1800, 1888, 1877, 1866*******, route 2

We use TEL electronics INNFORM XL and an OKIDATA 184s printer for call 
accounting if the property doesn't have a PMS system.  IF they use Roommaster, we 
connect the SMDR to the computer and they purchase the EPI posting interface 
from InnQuest.  If tyhe PMS system is another brand, Ramesys, HSS, INNstar, etc. 
we use a TEL INNFORM XL basic or INNFORM plus to cost the calls to the PMS.

We ALWAYS install a TD1232 and use the Hotel/Motel feature for Room status, 
train them on Remote timed reminder (wake-up) and give instructions to the 
guest on how to set their own wakeup calls.  If you use voicemail, get 
instructions for access to guest mailboxes. We have printed faceplates for the phones 
with instructions (at an additional charge) if the property desires and 9 out of 
ten do.  We have manuals on our website for hotel motel and business 
customers, because they can't read the User manuals from Panasonic.  This provides 
them 
step by step instructions on how to do the most common things.

Years ago you could get HOBIC lines from the phone company and they would 
call you back with time and charges.
