I think the best solution for you is a site called www.pbxsoftware.com look for the wintariff call accounting software. It costs a mer 99$ but I can tell you it is far worth it. You can use it to make invoices on the toll calls and every number dialed. I use it for my office and it prevents any long distance disputes.. This will also provide you who transferred the call even if was made by the operator to the room. So the client will still get charged.
