Graham, 
I don't know what the standards are over there, but we have had a few cases where some 
of the T1/ip pots boxes are 
substantially below the US 90v 20Hz ring "standard".  Some pots ports are just at the 
threshold of the d1232 trip 
point.  We have seen a line that will ring in the morning, but won't in the afternoon. 
 The Ilec tests from the 
bench and says everything is fine.  Their on-site tech can't change the box, but, on 
the side, tells me that low 
ring voltage is a problem with a list of different pbx systems.  Of course, this is 
after he went thru a box of 4 
port cards he had with him, to find one that all 4 ports had two-way audio, to replace 
our dead card :-
0  Sounds more and more like the 1980's PC business. "Here, try THIS motherboard."

ps, if your 1232 co interface is completely floating (no ring to earth etc) you might 
try:

1. flip the pair.

2. put a 6-10vdc isolated power supply in series with the pair.

if it starts working fine, there are issues with voltage levels. and the finger 
pointing is about to begin.
