As another data point, I went to go re-punch my CO lines going to the 4CO pack, and noticed that when connected, the 4CO module is holding the lines off-hook...which I would think would mean that either the system is misconfigured and is displaying the wrong info for what module is in what slot, the CID card in it could be bad, or the module could be bad. Am I correct in this logic?

I setup programming option 400, but that doesn't seam to do it. I've downloaded and installed the Programmator from PBXSoftware.com (and am waiting for new keys), and downloaded the setup from the PBX, and the buttons are programmed to access CO9. So, I'm confused. Can someone help me with the probably easy problem?
