Insufficient ringing voltage or current is a common problem with 'derived' POTS 
lines (from fiber, VoIP, cable, etc.). However, it
is usually only a problem for those of us who collect and use antiques... any 
modern equipment like the Pana KSUs should ring-up on
just about anything.  As Charles said, sounds more like a programming problem 
in the KSU or a telco equipment problem. Hang a butt
set or standard single-line phone on the line at the NID and see which it is.

Viking does make a ring booster if you need to ring bunches of phones (i.e. > 5 
REN) from a single line, but it is highly unlikely
it would solve your problem.
