Welp, I got around to hooking up a plain old phone to the line today with 
the same results. I don't have a multimeter handy at the moment, but will 
try to get a read on that soon. I do know this phone lines number, btw, 
forgot to mention that...

But, I'm ultimately guessing that I need to work something out with SBC.
